Static Web Sites
Static web sites are sites created without a content management system. This type of design is appropriate for sites in which the content seldom changes. Static web sites take much less time to develop, and the fee to develop a site like this is lowest.
Dynamic Web Sites
Dynamic web sites have a "content management" system built into the design. This system allows anyone with access to the web (and the login username and password) the ability to edit the content of the site. The advantage of a content management system is the convenience of editing a site in which the content frequently changes. The ability to edit the site from any computer connected to the World Wide Web is a definite plus.
